Julián Locsín was a Filipino politician. He represented the first district of Albay at the House of Representatives of the Philippines from September 3,1 931 to January 31, 1933 when his election was annulled by the House tribunal after an electoral protest declared his opponent Exequiel Kare as the winner of the special election.
