About Luciano Millan

Once a Manila Times reporter assigned to cover Malacanang, he served as representative of Pangasinan's fifth district for two consecutive terms, from January 1958 to December 1965. In 1984, Batas Pambansa Blg. 772 changed the name of the Eastern Pangasinan/Asingan School of Arts and Trades to the Luciano Millan Memorial School of Arts and Trades.
