About Marcel van Hattem

Marcel van Hattem (born 8 November 1985) is a political scientist, journalist, international relations consultant and Brazilian politician. He currently serves in Brazil's Chamber of Deputies and is known for his conservative views.

"Born on November 8, 1985, Marcel van Hattem holds a BA in International Relations and a specialization in Law, Economics and Constitutional Democracy, both from the Federal University of Rio Grande do Sul (UFRGS). He obtained a Master's degree in Political Science from the University of Leiden, in Journalism, Media and Globalization from the Universities of Aarhus, Denmark, and Amsterdam, in the Netherlands, and is a graduate of the Political, Social and Business Leadership Program at Georgetown University in Washington, DC, United States.

He began his professional career as a newspaper delivery man and later became a reporter for the Jornal Dois Irmãos. He was a guest contributor to Revista Voto and wrote opinion articles and reports to different organizations of the Brazilian press, including Zero Hora, Jornal do Comércio and O Estado de S. Paulo. He worked in the international division of the Ministry of Economic Affairs, Agriculture and Innovation of the Kingdom of the Netherlands, in The Hague and founded Argumento – a Consulting Firm for Leaders of Expression.

He was elected in 2004, at age 18, Council Member of the city of Dois Irmãos. He ran for State Representative and, in 2014, was the first alternate member of the Progressive Party (PP), serving from February 2015 to March 2018 as the youngest deputy in the Legislative Assembly of Rio Grande do Sul. He became famous for making speeches in the Gaucho Parliament in favor of the ideas of freedom and against statist and collectivist ideologies.

A selection of his most impactful pronouncements, commented, was published in his book “Somos Nós Com Uma Voz: do megafone à tribuna em defesa da Liberdade, do Estado de Direito e da Democracia” - “This is us: from the megaphone to the tribune in defense of Liberty, the Rule of Law and Democracy” -, released by LVM Editora. In March 2018, he joined the Partido Novo (a political party called “New”), a party for which he was elected the most voted federal deputy in Rio Grande do Sul, with 349,855 votes. Since then, its performance at the federal level has been guided by the fight against corruption, reduction of the State and greater freedom for Brazilians.

In the first year of his mandate, he served as the first leader of the NOVO party bench in the Chamber of Deputies and, in subsequent years, he served as the vice-leader of NOVO. His term was also marked by intense legislative action: extinction of the electoral fund, social security reform, support for the economic freedom law, defense of prison in second instance, support for tax reform, end of sucumbence fees for public lawyers, defense of the Code of the Entrepreneur, defense for the use of FGTS (Government Severance Indemnity Fund) in the purchase of a second property, double penalty for acts of corruption during the pandemic, end of parliamentary immunity in cases of arrest of congressmen who commit crimes against public administration, among others."

"Marcel van Hattem was elected councilman in his city of Dois Irmão at the age of 18 in 2004. Born into a family of entrepreneurs, he often heard his parents talk about the difficulty of doing business in Brazil. Through these discussions, he believed that running for public office would give him the opportunity to change the bureaucratic policies that were hampering business. Less than a decade later, a disillusioned Marcel gave up on politics and moved to the Netherlands, with no intention of ever going back to Brazil.

Yet, in October 2018, Marcel was elected to National Congress as a pro-liberty candidate, with nearly twice the votes of his nearest competitor. His journey back to political life as a candidate who refused public funding for his campaign is a testament to the impact of the SFL community. “I’ve given many lectures and talks at SFL events over the years. This helped me to convey my ideas during the campaign. Giving lectures is not only about sharing information, but being challenged by your audience. The students who go to SFL events are diverse and curious, and they formulate good and thoughtful questions. It is valuable for me to have conversations with these students who challenge me.”

When he moved to Europe in 2011, Marcel had lost hope for Brazil, which was overrun by corruption and intrusive government policies. Unfortunately, this move coincided with the founding of SFL Brazil in 2011, so it would seem that he left Brazil just as the ideas of liberty were starting to take hold. As fate would have it, Marcel’s move to the Netherlands also coincided with the first European Students For Liberty Regional Conference. As he got involved in the budding ESFL community, Brazil was in its 12th consecutive year of a far-left government. The economy continued to plummet, crime was exploding, and there was little hope for the future.

In fact, people were so desperate that they started to go out and protest in the streets. The ideas of freedom were taking root because of the activism of young Brazilians in Students For Liberty network. In 2014, Marcel’s friends convinced him it was time to return to Brazil and be involved in this revolution. He started working with the founder of SFL Brazil to give lectures on liberty. He later decided to run for State Assembly in the state of Rio Grande do Sul. “My campaign was not your typical one of stump speeches and rallies,” says Marcel. “It was a campaign of lectures. I was invited to SFL clubs across the state to speak in their meetings at universities. Besides getting the chance to talk about my ideas on those occasions, I had the chance to hear students who will lead the next generation in Brazil. Most importantly, I was being assured that there was, indeed, hope in the future.”

After a successful election, Marcel was the State Representative of Rio Grande do Sul from 2015 and 2018, until his recent election to Congress in October. Now that his political career has taken him to Brazilian Congress, Marcel’s biggest hope is that, “I can inspire more people. Many political parties in Brazil lack credibility, and politics are seen as dirty. I am cutting my budget and also giving up housing allowance because I am dedicated to showing that the ideas of liberty lead to better leadership.”

Marcel believes that Students For Liberty’s biggest value is that it inspires hope during a time when the battle for freedom on campus seems lost. “Thank you, Students For Liberty. Without you, I would not have believed. And without you, I would not be back in Brazil, trying to put my state and my country back on the track toward freedom! Thank you, SFL, for reassuring me that I do not want to live in another country. I want to live in another Brazil —a prosperous, democratic, and free Brazil!”"

Marcel van Hattem (Dois Irmãos, 8 de novembro de 1985) é um jornalista e político brasileiro filiado ao Partido Novo. Atualmente exerce seu segundo mandato de deputado federal pelo Rio Grande do Sul.

"Nascido 8 de novembro de 1985, Marcel van Hattem possui bacharelado em Relações Internacionais e especialização em Direito, Economia e Democracia Constitucional, ambos pela Universidade Federal do Rio Grande do Sul (UFRGS). Obteve o grau de mestre em Ciência Política pela Universidade de Leiden, em Jornalismo, Mídia e Globalização pelas Universidades de Aarhus, na Dinamarca, e de Amsterdã, na Holanda e é egresso do Programa de Liderança Política, Social e Empresarial da Georgetown University em Washington, D.C., Estados Unidos . Iniciou carreira profissional como entregador de jornais e posteriormente tornou-se repórter no Jornal Dois Irmãos.

Foi colaborador convidado da Revista Voto e contribuiu com artigos de opinião e matérias para diferentes órgãos da imprensa brasileira, incluindo Zero Hora, Jornal do Comércio e O Estado de S. Paulo. Atuou na divisão internacional do Ministério dos Assuntos Econômicos, Agricultura e Inovação do Reino dos Países Baixos, em Haia e fundou a Argumento – Consultoria para Líderes de Expressão. Foi eleito em 2004, aos 18 anos, vereador de Dois Irmãos. Concorreu a deputado estadual e foi diplomado, em 2014, como primeiro suplente do Partido Progressista (PP), exercendo mandato de fevereiro de 2015 a março de 2018 como o deputado mais novo da Assembleia do Rio Grande do Sul.

Notabilizou-se por proferir no Parlamento gaúcho discursos a favor das ideias de liberdade e contra ideologias estatistas e coletivistas. Em março de 2018 filiou-se ao Partido Novo, legenda pela qual elegeu-se deputado federal mais votado do Rio Grande do Sul, com 349.855 votos. Desde então, sua atuação no âmbito federal foi pautada no combate à corrupção, diminuição do Estado e maior liberdade aos brasileiros. No primeiro ano de mandato atuou como o primeiro Líder da bancada do Partido NOVO na Câmara dos Deputados e, nos anos subsequentes, exerceu a vice-liderança da bancada do NOVO.

Seu mandato também foi marcado por intensa atuação legislativa: extinção do fundo eleitoral, reforma da previdência, apoio à Lei de Liberdade Econômica, defesa da prisão em segunda instância, apoio à reforma tributária, fim de honorários de sucumbência dos advogados públicos, Defesa do Código de Defesa do Empreendedor, Defesa para utilização do FGTS na compra de segundo imóvel, Pena dobrada para atos de corrupção durante a pandemia, fim da imunidade parlamentar em casos de prisão em flagrante de parlamentares que cometerem crimes contra administração pública, entre outros."

Marcel Van Hattem tem ascendência alemã e holandesa. É graduado em relações internacionais pela Universidade Federal do Rio Grande do Sul (UFRGS), mestre em ciência política pela Universidade de Leiden (Países Baixos) e também mestre em jornalismo, mídia e globalização, com especialização em mídia e política pela Universidade de Aarhus e pela Universidade de Amsterdã. Tem também especialização (lato sensu) em direito, economia e democracia constitucional pela UFRGS.

Como jornalista, iniciou sua carreira profissional como entregador de jornal e repórter no Jornal Dois Irmãos de 2003 a 2004. Também é colaborador convidado da Revista Voto. Uma das reportagens realizadas pelo jornalista à mídia brasileira foi a da entrega do Prêmio Nobel da Paz. Esteve como correspondente internacional dos jornais Zero Hora e O Estado de S. Paulo, em Oslo, Noruega.

Atualmente é filiado ao Partido Novo (Novo). Foi vereador do município de Dois Irmãos aos 18 anos, eleito com 697 votos, em 2004; candidato a deputado estadual por três vezes (2006, 11 656 votos; 2010, 14 068 votos; 2014, 35 345 votos); presidente da Juventude Progressista Gaúcha (2007-2009); e Diretor Acadêmico da Fundação Tarso Dutra de Estudos Políticos e Administração Pública.

É co-fundador e consultor da Argumento Consultoria para Líderes de Expressão, no Brasil; e diretor de sua divisão internacional, Argumento – Leadership Expression Consultants for International Relations, com sede em Utrecht, Holanda.

Trabalhou na Câmara dos Deputados, como assessor especial para relações internacionais, e economia, e em Haia, Holanda, na Diretoria de Empreendimentos Internacionais do Ministério dos Assuntos Econômicos, Agricultura e Inovação do governo holandês.

Egresso do Programa de Liderança Política, Social e Empresarial da Georgetown University (Washington, D.C., Estados Unidos) e do Seminário Internacional de Administração e Prevenção de Conflitos Internacionais da Internationale Akademie für Führungskräfte Theodor-Heuss, vinculada ao Instituto Friedrich Naumann para a Liberdade (Gummersbach e Hamburgo, Alemanha).

Deputado estadual

Marcel Van Hattem foi o parlamentar mais jovem da Assembleia Legislativa, durante 54ª legislatura (2015–2018). Nas eleições de 2014, em 5 de outubro, recebeu 35 345 votos para deputado estadual, ficando como suplente. Assumiu o cargo em 10 de fevereiro de 2015 como substituto do secretário estadual de Transportes e Mobilidade, Pedro Westphalen e deixou o cargo em 20 de março de 2018. Já como deputado, atuou em favor das obras de melhoria no semáforo da Roselândia, na BR-116, em Novo Hamburgo. Após diversas reuniões e uma audiência pública com lideranças e comunidade, as melhorias foram enfim realizadas.

Na Assembleia, o deputado Marcel renunciou ao aumento salarial, aprovado em 2014. Durante seu mandato, o parlamentar devolveu mensalmente 3 827,93 reais aos cofres públicos, sendo o valor descontado automaticamente no contracheque e redirecionado diretamente ao Fundo de Reaparelhamento da Assembleia, usado para a manutenção das instalações.

Deputado federal

Deixou o PP no início de 2018 para concorrer à Câmara dos Deputados pelo Partido Novo. Nas eleições gerais de outubro de 2018 elegeu-se deputado federal pelo Rio Grande do Sul com o maior número de votos no estado (349.855 votos).

Em 2019, foi escolhido líder da bancada do seu partido na Câmara. Em 2021, era vice-líder do partido na casa legislativa. Desde 2019, Marcel van Hattem é vice-presidente da Frente Parlamentar em Defesa da Prisão após Condenação em Segunda Instância.
