Percival was raised in Yarraville and went to Footscray technical college.He was apprenticed at CAC where he then worked for 33 years as a foreman and an inspector in charge of engine testing. For 10 years after that he worked with TAA as a toolmaker. At first after his marriage he lived for 10 years in Seddon and then built a new house at 6 Crowley Crt, Pascoe Vale. His father also shifted to Pascoe Vale and lived at the end of his street. Perc was also a freemason like his dad and became lodge master at his lodge. Perc had two daughters and then a son. Perc was very handy in building and assisted his son and wife build their kit home in Romsey. He also built cabnitery for the house . Some of this was built in but one very large wall unit resides at his sons place in Vinnicombes Rd, Romsey. Perc was a lovely man and would do anything to help people. He was extremely well liked by all his neighbours, particularly the Seymours who had sons about the same age as his son. His grandson, Nathan, got cancer a month before Perc died and it was Nathans biggest regret that his Pa hadn't seen him get better. He was very happy when his son had three boys- to carry on the McMinn name. Perc and Joyce Wheelhouse were married on 23-10-1948 at the Footscray Baptist church Perc had a heart attack in his fifties and had a triple bypass which was a very new procedure at the time. He died in his sleep at home on 26 January 2006
