Not the same as Phebe King. Not the daughter of Caleb Horton and Phebe Horton.
Phebe and Henry Tuthill raised their granddaughter First Lady Anna Tuthill Harrison on Long Island after the death of her mother.

HENRY TUTHILL was born November or December 1715 in Oysterponds, Suffolk, New York, the son of Henry & Hannah (Booth) Tuthill. He died 1 September 1793 at Mattituck on Long Island, and was there in the Old Bethany Cemetery.
Henry Tuthill married Phebe Horton 16 Mar 1738 in Southold. Phebe was born c 1719 in Cutchogue and died 3 Nov 1793.
Henry & Phebe had two daughters:
We don’t know. Perhaps she was related to Caleb Horton, but she wasn’t his daughter. His daughter Phebe married Constant King and died in New Jersey. This Phebe died in Long Island. Nor is Henry Tuthill or any other Tuthill mentioned in the will of Caleb Horton (link).

Caleb, son of Barnabas Horton and Sarah Hines {Caleb /.), born in Southold 22 Dec, 1687; married 10 Dec, 1714, Phebe Terry, daughter of Nathaniel, son of Richard Terry I., and born in Sonthold, in 1698. They moved to Roxbury, now Chester, N. J., in 1748, and settled there.
Children all born in Southold :
I. Caleb, born 1715; married Sarah Benjamin. 2. Hannah, born 1717; married Samuel Sweazy, son of Joseph Sweazy. 3. Nathaniel, born 13 Oct. 1719; married Mehetabel Wells. 4. Nathan, born about 1720; married Mehetabel Case. 5. Phebe, born about 1722; married Henry Tuthill. [sic - married Constant King] 6. Elijah, born 19 June, 1724; married Lydia Sweazy. 7. Richard, born about 1726; married Elizabeth Harrison [sic - DNA disproven] . 8. Sarah, born about 1735; married Stephen Sweazy. [sic - Richard Sweazy] 9. Mary, born about 1831 ; married Richard Teriy. 10. Rachel, born about 1733; married 23 Aug., 1753, Jonathan Racket [sic - not in will]. 11. Rhoda, born about 1728; married Robert Robinson ; died in Chester, 30 June, 1771, aged 43 years and 5 days.
However:
The 1759 will and codicil of Caleb Horton names his children, but he only mentions his daughters by their first names, including Phebe. He also mentions one grandchild – Justin King.
Justus King, whose given name is sometimes recorded as Justin, was a son of Constant and Phebe Horton King. If Justus/Justin is Caleb Horton's grandson, then Phebe Horton King must be Caleb's daughter.
Also, Caleb Horton's will was signed in the presence of Richard Terry, Constant King, Joseph King, and Frederick King. Joseph and Frederick King were sons of Constant and Phebe Horton King. Richard Terry was Caleb Horton's son-in-law, the husband of Caleb's daughter Mary. It stands to reason that Constant King was also Caleb's son-in-law and that Joseph and Frederick King were Caleb's grandsons.
The codicil to Caleb Horton's will was signed in the presence of Richard Terry and Constant King. Neither the will nor the codicil contains the name Tuthill.
