The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Sergeant Philip Petty, United States Army, for extraordinary heroism on 13 December 1862, while serving with Company A, 136th Pennsylvania Infantry, in action at Fredericksburg, Virginia. Sergeant Petty took up the colors as they fell out of the hands of the wounded Color Bearer and carried them forward in the charge.
