About Primitivo Lovina

In the 1930s, he co-owned Larson & Lovina, a stock brokerage firm which was a member of the Manila Stock Exchange. In 1938, President Manuel L. Quezon appointed him as Vice President of the Philippine National Bank (PNB). In May of 1946, he was appointed as board chairman of the National Land Settlement Administration. In January of 1947, he would start his term as the first Chairman of the Board of the Philippine Rehabilitation Finance Corporation (RFC, now known as the Development Bank of the Philippines), which was created by Republic Act No. 85. In October of 1947 he resigned from the Board of Governors of the RFC to run for senator under the Liberal Party (he would not be elected as senator). By 1948, he was on PNB’s Board of Directors. On August 1948 President Elpidio Quirino would appoint him as member of the Directorate of the National Airports Corporation.

President Quirino would also appoint him in 1948 as Labor Secretary, a position he would hold until his resignation in October of 1950. In 1950 he would be appointed as mayor of Pasay City; after being on indefinite leave from the position for almost a year, Pablo Cuneta would then be appointed as Pasay City mayor in 1951 (previous to this, Cuneta was acting as OIC of Pasay City during Primitivo's leave of absence). President Quirino would appoint him as Import Control Commisioner on 27 February 1952, a position that he would hold until the Import Control Commission was disbanded in August of 1953. On August 1963 he would be inducted by President Diosdado Macapagal as the first president of the Philippine Veterans Bank, which was created by Republic Act No. 3518.
