Richard Hickman (1757–1832) was the fifth Lieutenant Governor of Kentucky, serving in that capacity from 1812 to 1816 under Isaac Shelby during Shelby's second term as governor.

Hickman was born in Virginia in 1757 to Maj. James Hickman and Hannah Lewis Hickman. He served as Clark County's first legislative representative from 1793 to 1798. He further served on the 1799 Kentucky Constitutional Convention. Following the Constitutional Convention, he became one of the first twelve men to be members of the Kentucky Senate, and served in that body three separate times from 1800 to 1808, again from 1811 to 1812, and finally from 1819 to 1822.

He was elected Lieutenant Governor of Kentucky under Governor Isaac Shelby, and served briefly as acting governor in 1813, during the time that Shelby was leading Kentucky troops in the War of 1812.

Hickman is U.S. President Barack Obama's 7th-great uncle.

    Gen. Richard Hickman (Col. James Lewis, Edwin, Thomas, Thomas, Nathaniel) was born in Culpeper County, Virginia, November 5, 1757.  Richard died July 3, 1832 at 74 years of age.  His body was interred July 4, 1832 (est) at the Hickman Burying Ground, Caveland, Kentucky.

He married Lydia Calloway. Lydia was born October 14, 1764. Lydia died February 14, 1835 in Amityville, Long Island, New York, at 70 years of age. Her body was interred at the Hickman Burying Ground, Caveland, Kentucky.

Richard Hickman was one of the early Virginia settlers of Clark County, Kentucky, and one of the distinguished men of the state; he was a soldier in the war of the Revolution; was a farmer by occupation; was a member of the second Constitutional Convention, which assembled in Frankfort in 1799; was a member of the Lower House of the Legislature from 1793 to 1798; was sixteen years in the State Senate, being first elected to that body in 1800 and serving his last tierm from 1819 to 1823; was the fourth Lieutenant-Governor of Kentucky, elected in 1812; acted as Governor, in the absence of Gov. Isaac Shelby, during the campaign of 1813; was esteemed for his many virtues; and was one of the most intelligent and valuable men of his day."
