Was once a newspaperman but abhorred self-seeking publicity. Very quiet man.

Self-made lawyer, self-taught.

He campaigned to make his countrymen turn from pure politics to practical economics. He was president of agricultural congress and especially the first. The Congress called for reorganization of the Agricultural Bank and the idea of PNB was conceived.

He engaged in sugar planting.

When the San Carlos Central was organized many cried "Beware of the trusts." Laguda did not feat the trust bugaboo. He helped change the public's attitude towards sugar centrals.

1907 - Assemblyman from Iloilo. After his term he returned to private life in order to become financially independent.

Advised the Lopez Family on investments. Include on the establishment of the Lopez Sugar Central in Fabrica.

1910 - he began business and farming ventures in San Carlos where he owned Hacienda Carmen comprising 260 hectares.

1924-1925 Hacienda Carmen produces 24,200 piculs

Acquired Hacienda Hibaiyo, near Villahermosa consisting of 530 hectares.

He also owned two Haciendas in Iloilo where 2,000 hectares were planted to sugar and rice.

Appointed Secretary of Commerce and Communications in 1923 but resigned the same year.

From 1924-26 he was member and Vice President of Board of Directors of the Philippine National Bank.

He finally resigned from PNB to attend to private business.
