Bell was born in Francestown, New Hampshire on October 9, 1798. He was the eldest son to Samuel Bell, Governor of New Hampshire and U.S. Senator and Mehitable Bowen Dana; Father of Samuel Newell Bell, U.S. Representative.
Bell was the chief justice of the New Hampshire Superior Court of Judicature from September 30, 1859 to August 1, 1864; associate justice of the New Hampshire Superior Court of Judicature, 1849-1859; Commissioner to revise New Hampshire State Statues 1830, 1842 and 1867; Justice, Court of Common Pleas 1848; Cashier, Exeter Bank 1830-1836; New Hampshire State Representative, Chester 1825-1826; Rockingham County Solicitor 1823.
