Member of the Legislative Assembly from 1886, and of the Executive Council of Natal, one of the party who carried responsible government for the Colony; Minister of Native Affairs 1893-1897; acting Premier of Natal 1899-1902; Natal delegate to the inaugural festivities of the Australian Commonwealth; Prime Minister of Colony of Natal from 28 November 1906 to 28 April 1910, when the Union of South Africa was formed. Member ot the Colonial Conference in London 1907, and Minister of Commerce and Industries of the Union of S. Africa May-Oct. 1910; appointed a Senator in the First Parliament of the Union of S. Africa 1910.
