- Educated at Harrow School, Harrow on the Hill, London, England and at Royal Military College, Sandhurst, Berkshire, England.
- Gained the rank of Captain between 1842 and 1865 in the service of the Hampshire Yeomanry.
- Held the office of Justice of the Peace (J.P.) and of Deputy Lieutenant (D.L.) of Hampshire.
- Vice-chairman and chairman of the London and South Western Railway between 1875 and 1900.3
- He was created 1st Baronet Portal, of Malshanger, Church Oakley, co. Southampton [U.K.] on 11 March 1901.
