Vicente 'lolo taba' Foz was a strict man, he required everyone to be on time for the Angelus.

Vicente FOZ y Romasanta  was born on March 5, 1866 in Vigan, Ilocos Sur. Died on April 29, 1944 in Sampaloc, Manila  He was the son of 

Eustaquio Prudencio Foz’s first marriage, to Evarista Marques Romasanta of Manila.

Foz came from a well-to-do family.  His grandfather served as capitan municipal of Vigan for several terms.  His father, a successful lawyer, was appointed promotor fiscal for Tondo, Manila, accredited as a lawyer of Bulacan, and appointed as magistrado suplemente in the 

Audiencia de lo Criminal of Vigan. The older Foz did not take part, however, in the revolutionary government.

Foz studied at the Colegio de Juan de Letran for his Bachelor of Arts degree, and at the Liceo de Manila, for his law degree.

He practiced his profession and even had his law office, in partnership with Saucer and Lao. Eventually, he became justice of the peace of Binondo.

In 1898, he was elected to represent Ilocos Sur in the Malolos Congress along with Ignacio Villamor, who was also elected, and Francisco Tongson and Mario Crisologo, who were both decreed to represent Ilocos Sur.

Vicente Foz y Romasanta was one of the signers of the Philippine Constitution drafted in Malolos, Philippines 1899. It was when the Filipinos rebelled against the Spanish Government, which owned the Philippines at that time. Then that December, the United States with Admiral Dewey battled Spain off Manila Bay and won the Philippines (in addition to paying $28million)

The U.S. then made the Philippines a U.S. territory until WW2 when Japan took it over. Then the Philippines gained their independence from the U.S. in 1946

Foz also became a delegate to the National Assembly.
