Walter Phelps was born on June 17, 1680 at (Providence) Anne Arundel County, Maryland. His parents were Walter Phelps (1635-1719) and Elizabeth Benson Phelps (1657-1706).

Walter married Mary Cheney on Dec. 1, 1702 at Anne Arundel County, Maryland. Mary was the daughter of Richard Cheney, the elder (1649-1704) and Mary Rydall Cheney (1660-1716).

Walter and Mary had 4 known children: Walter Phelps (1703-1764), Richard Phelps (1706), John Phelps Sr. (1710-) and Mary Phelps (1711-1808),

Mary Cheney Phelps died 1716. After her death, Walter married Rose Bazill (1698-1732) on January 2, 1717 in Anne Arundel County, MD. Walter and Rose were the parents of 4 children: Bazil Phelps (1719-1760); Ruth (Phelps) Beard, William Phelps and George Phelps (1730-1754).
