William was born in 1639. There is currently no known documentation on who his parents were.

He is the father of Ann and Mary Parker, whose mother has no document to name her.
Katherine was probably a second wife. She recognized only one Parker child in her will - their son, William Parker. It is likely the daughters Ann and Mary were by an earlier unknown wife. John Milner, Katherine's second husband, was guardian of Parker's "orphans".
He passed away in 1677 in Henrico County, Virginia.

Research Notes
Their were several William Parkers that made their way to the colonies early in their development. They often get thrown into the same pot and creating terribly confused family trees. Any claims as to who this man's parents were need to be sourced with care. There were at least 3 different William Parkers that lived in Jamestown pre 1624 plus two more financing the charters. This man seems to be a much later arrival and should not be confused with any of those.
He has been removed as the son of Thomas Packer, who had no living descendants. Nor should he be confused with any of the claims made in this conflated profile for William Parker who appears in some trees using his 1677 Will.
Settlement of Estate Notes Henrico Co Virginia Orphans' Court Book, 1677-1739; Pauline Pearce Warner, 1963. p.5, 11 Oct 1679 Account of Stock belonging to orphts of Morgan Pierce (dec'd) and William Parker (dec'd) presented by John Millner. Viz. Wm Peirce: 2 cows 1 heifer & 1 calfe - in all 4 Francis Peirce - 1 cow and 1 calfe Elizabeth Peirce - 3 cows. 1 two-year-old, 1 yearling , and 3 calves The whole stock of cattle are 13 and their stock of mares are 4 to be equally divided among them, the sd Wm & Fra Peirce having each of them a cow dead & Elizabeth Peirce, 2 cows dead, 4 in all. Anne Parker & Mary Parker have 1 mare. Wm Parker hath 1 mare, the whole stocke between the Parkers orphs. is 2 mares. p.14 11 Oct 1678 John Millner, guardian of the orphs. of William Parker, dec'd. p. 15 11 Oct 1678 Anne Parker and Mary Parker have 1 mare; Wm. Parker hath 1 mare, the whole stock between the Parkers orphs., 2 mares.
Note that William Parker had three children - Ann, Mary, and William. There was obviously a close relationship to Morgan Pierce and Katherine Parker Milner Babbicum later made a bequest to a William Pierce in her will.
