The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Captain of the Forecastle William B. Talbott, United States Navy, for extraordinary heroism in action while serving as Captain of the Forecastle on board the U.S.S. Louisville at the capture of the Arkansas Post at Fort Hindman, Arkansas, 10 and 11 January 1863. Carrying out his duties as Captain of a 9-inch gun, Captain of the Forecastle Talbott was conspicuous for ability and bravery throughout this engagement with the enemy.
