Kapitan Yap of Hakka descent was born in 1846 in the Běimén village (北门村) Tiantou Zhen, Chak Kai county. (Renamed Chixi County 赤溪县) Chak Kai county is the only Hakka village within Toishan county (臺山县) Jiangmen City (江门市) South-Western Guangdong. Chixi Town is Hakka people surrounded by Cantonese culture in the Greater Bay Area.

A compassionate leader, he also co-founded the Tai Wah Ward of the Pauper’s Hospital that became the Kuala Lumpur General Hospital as well as Chak Kai Koong Kon Association in No 85 Jalan Sultan.

Kapitan Yap was such prominent in history that his presence is still felt today in Kuala Lumpur – the Jalan Yap Kwan Seng and Jalan Sin Chee Kee (behind Swiss Garden Hotel Jalan Pudu) which was named after his shop.

The Straits Times, 21 January 1902, Page 4 TOWKAY Yap Kwan Seng, the Captain China of Selangor, died at Kuala Lumpur on Friday, of consumption, at the age of fifty-five years, of which he had spent forty in the Straits. He came from the Canton province and had resided thirty-two years in Selangor. He had held the post of Captain China there since 1889. The deceased was popular among all classes and was a liberal giver to charities. He was a Trustee of the Victoria Institution to whose funds he liberally subscribed. He gave $10,000 to the Transvaal War Fund and also a handsome donation to St. Mary's Church building fund. He was always a good friend to his poorer countrymen, for whom he established a practically free dispensary. During the Pahang rebellion he rendered much assistance to the Government and was thanked for his services. He leaves behind him five wives here and three in China, also a large family consisting of fifteen sons and ten daughters.

Kapitan Yap Kwan Seng was the fifth Chinese Kapitan of Kuala Lumpur and also marked as the last one upon his death. Famously known as the last Chinese Kapitan of Kuala Lumpur, Yap Kwan Seng was also famed for his philanthropic contributions in economics, educations, social and health welfare in British Malaya.Yap Kwan Seng of Hakka origin was originated from Liangpoi Village, Chixi Township, Taishan County, Zhuhai Prefecture, Guangdong Province in China, where he was born there in 1846. He was the eldest son of Yap Hoin Yin. Yap Kwan Seng first arrived in Malaya at the age of 16 years. He first arrived at Malacca to visit a friend and learning the great success in managing tin mining in Malaya. The curious young Yap Kwan Seng, was then decided to remain in the country after spending some time in assisting Kapitan Yap Ah Shak.Yap Kwan Seng later commenced tin mining own his own account and was successfully in securing from the government in monopolizing the State Selangor Farms (Opium & Liquor). In 1888, on the death of Kapitan Yap Ah Shak, subsequently, Yap Kwan Seng was elected to replace the Kapitan office. He was given a seat on the Selangor State Council and Kuala Lumpur Sanitary Board. Yap Kwan Seng died at his residence at Kuala Lumpur in 1901, leaving a family of fifteen sons and ten daughters, and estates valued at several million dollars. His estates were left in trust to Messrs. Teh Seow Teng, Tong Tung and Yap Tai Kee (his eldest son). Yap Tai Kee died shortly after his father and his position was taken by the second son, Yap Tai Cheong.
