On 19 March 1847, Highland County, Virginia was carved out of portions of Pendleton and Bath Counties. Pursuant to the Act of Assembly, the appointed justices of Highland County met 20 May 1847, at Monterey. The first justices of Highland County were David H. BIRD, Andrew H. BYRD, Charles STEUART, Emanuel ARBOGAST, James B. CAMPBELL, George HICKLIN, Peter HULL, John H. PULLIN, Samuel RUCKMAN, John SITLINGTON, Reuben SLAVEN, Adam STEPHENSON, Sr., Samuel RUCKMAN, Thomas JONES, Benjamin FLEISHER, James BROWN, Abel H. ARMSTRONG, and George W. AMISS.

In 1850, school commissioners in Highland County, Virginia representing the various districts included the following: David H. BIRD, district 10, south of district 9 and west of Back Creek Mountain. John BIRD, district 8, south of district 7, as far as the turnpike and west of Monterey Mountain. Emmanuel ARBOGAST, district 7, all the northwest of county as far south as the new church in Crabbottom and the lane from said church to the South Branch road. Charles STEUART, district 4, Bullpasture Valley from Clover Creek Mill to Blue Hole on Crab Run and Mrs. Malcomb's on Bullpasture River. Andrew H. BYRD, district 2, south of the turnpike and east of the top of Bullpasture Mountain. According to Morton, "A schoolhouse of this date at Valley Center, Virginia is described as a log-and daub cabin fourteen by sixteen feet in size. The space left vacant by a log from the side-wall was covered with greased paper fastened to stays and occasionally repaired. No other light could enter the room except through the door. Heat was afforded by a fireplace and occasionally the flames would take hold of the jamb. The instruction was wholly in the three R's and geography, and even with this limited range there was no uniformity in the books."
