- He bought land in Henrico Co., Virginia in 1718 and is listed as a resident of New Kent County.
- He left New Kent County about 1718 following his brothers Timothy and Robert who left in 1715 and 1718. Joell and Priscilla settled on Tuckahoe Creek in Henrico Co., VA, on land today in suburban Richmond,VA. In 1727, he moved west to the area south of the James River and was one of the earliest settlers on this frontier land, brothers William and Joseph also relocated to Goochland and there are many records of Joell, his brothers and sons here. (Spelling as "Joell" or "Joel" appears insurviving records.

Note: The Stovalls were neighbors and associates of the Chandlers beginning in the 1720's in Virginia and continuing for many generations in North Carolina and Georgia. There may be an early relationship by marriage, but no record survives.

(Goochland Co., Deed Book 3,p327). Note: He wasrequired to "seat" this land showing that he did actually make use of it. Robert and David in turn are mentioned as the "sons of Joell Chandler and Priscilla Chandler, my wife" with no such distinction given to the remainder of the children. His son Joel (living in Lunenburg Co., since 1751) is not mentioned but is proven to be the son of Joell (Lunenburg Co. Tithe list 1751/1752 and Deed book3, p260).
