About Lieutenant John Phelps, III

John Phelps, the first of the name of whom we have any authentic record, was already settled in Bunswick County, Virginia when Lunenberg was taken from that county, and was one of the first Justices of the new county. He with Matthew Talbot and others, was present at the first Court of Lunenburg County held May 5, 1746.

When the increase in population made it necessary to form still another county from Lunenberg's territory, and Bedford County came into being, we find John Phelps again at the head of affairs. "Justice of the Peace and a Justice of the County Court in Chancery" He and William Callaway were Bedford's first representatives in the House of Burgesses and from Hening's Statutes Vol. VII, we learn that he was a Colonel in the Colonial Army.

He died in Bedford County, Virginia in 1772. His will recorded in Will Book A p. 137 mentions wife, Mary; Children: Jane, Judith, Sarah, Ann, Mary, Betty, John and Aggey.

Thomas Phelps, son of John Phelps Jr. died in 1851. He had married December 1, 1814 to Nancy Carter. Children: Richard, Thomas Jefferson, James, Joseph Carter, John Henry, Elvira, Bethania and Ammon.

Thomas Jefferson Phelps, son of Thomas and Nancy Carter Phelps was born December 28, 1821; died December 15, 1905; married December 10, 1846 to Mrs. Malinda P. (Key) Nelms, widow of William.

Lieut. John Phelps III (died 1801, Bedford County, Virginia) was a son of Colonel John Phelps II (died 1772, Bedford County, Virginia) and his wife Mary.
Lieut. John Phelps III served in the Revolutionary War, from Bedford County, Virginia. His first wife was Jemima Turner, whom he married ca. 1761 – a daughter of James Turner, Sr. and Mary (Admire) Turner.
After Jemima (Turner) Phelps' death, Lieut. John Phelps III married, 26 Aug 1787, Bedford County, Virginia, Miss Susannah Younger, born 6 Feb 1764, Goochland County, Virginia, a daughter of John Younger, Sr. and Ann M. (Moss) Younger.

At May Court, 1746, the County Court of Lunenburg County, Virginia, made
appointments of list takers, as shown by the following orders:

"John Phelps, gent., is appointed to take the list of tithables in this
County from the Mouth of Otter River to the extent of the County upwards."

At June Court, 1747, the following persons were appointed to take the
lists of tithables, after giving notice according to law, within the
respective areas described:

John Phelps, "from Falling River to the extent of the County upwards."

At June Court, 1748, the Court appointed the list takers and ordered
them to give notice of the time and place of taking the lists according to
law. The persons appointed, and the precincts within which they were to
act, were as follows:
