Reynolds was the third of five sons born in Elmira, Chemung County, New York, to George Gardiner Reynolds and Lucy M Pratt. He was the great-grandson of two of the earlier settlers of Chemung Valley, David Reynolds, who was a descendant of Rev Thomas Hooker, prominent among the Puritans, and Ransom Pratt.

Charles received his early education in the Elmira public schools, later attending the University of Michigan. He graduated in Medicine at the University of Pennsylvania, after which he entered the medical corps of the United States Army, receiving his first commission of first lieutenant September 1, 1900. He was stationed at various points in the United States, the Philipine Islands, Hawaii, and France. During World War I, he saw active duty in the Vosges Sector, St Mihiel and Meuse-Argonne. Charles was awarded the Distinguished Service Medal from the United States Government for service during World War I and was also honored by the French Government when he was decorated as an officer of the Legion of Honor.

On December 26, 1910, he married Jane Boyd Hurd, daughter of Oliver Perry Hurd and C Louise Boyd. They became parents of two children, Charles, Jr and Hebe L.

At the time of his death Charles was a Major General, MC, United States Army. He was Surgeon General from 1935-1939.

His older brother Colonel Frederick Pratt Reynolds also served in the Medical Corps, United States Army, as did his younger brother Brigadier General Royal Reynolds.
