Proctor was born in Kentucky the son of Nathaniel "Nathan" Howard and Martha Ann Arnett. In 1891 he married Delphia Lacy the daughter of Jamed H. Lacy and Susanna Easterling. Their children are; Dora (Howard) Arnett, Jessie H. (Howard) Arnett, Bessie (Howard) Jackson,Celia (Howard) Barnett, Curtis Howard and Luther Clay Howard.
