The Department of Public Instruction was established in January 1901 upon the recommendation of the Taft Commission, with Doctor Fred Washington Atkinson as the first General Superintendent. In 1916, the post was renamed as the Secretary of Public Instruction. The position was held by Americans until the proclamation of the Philippine Commonwealth.
