The land was given to William Armstrong as a land grant in the 1780s. His landholding was established as a county in 1787 and was named for Benjamin Hawkins, a U.S. Senator from North Carolina, the state which it was a part of at that time. The county was both Spencer County, State of Franklin and Hawkins County, North Carolina before it became Hawkins County, Tennessee.
During the American Civil War, Hawkins County saw combat. The Battle of Rogersville took place on November 6, 1863.
The film, "The River" (1984), was filmed in Hawkins County and the post-apocalyptic novel series "The Living Saga" (by Jaron McFall) takes place largely in Hawkins County.
