Level 4 came with a 'stay home, save lives' message. Supermarkets, doctors, pharmacies, service stations and access to essential banking services were available throughout New Zealand at every alert level. More businesses were allowed to open if they limited face-to-face interaction with customers. People were still told to stay at home other than for essential personal movement and only regional travel was allowed.
