The cemetery was founded by A.C. Fulton, who, in 1854, bought the land, planted evergreen trees, gave it the name Pine Hill, and had the land laid out in lots for burials. The first burial took place in 1855. Until 1921, the cemetery was maintained in sections by several area churches. In 1921, a group of nine prominent Scott County citizens unified the cemetery into one Pine Hill Cemetery Association, with a volunteer board of directors. The Association built a caretaker's house in 1951, which includes a fire-proof safe for records, and the cemetery office. Pine Hill is believed to be the only cemetery in Scott County with the caretaker living on the grounds.
