William Todd was born in Montgomery County, Pennsylvania in 1739, to Irish Immigrants Robert Todd and his second wife Elizabeth. In the French and Indian War, Todd served with the Pennsylvania troops, fought at the Battle of Kittanning, and helped capture Fort Duquesne. During the Revolution he traveled throughout the colonies and was active in Boston, joining the militia and then the Continentals, serving in major battles, including Bunker Hill, before returning to Pennsylvania. Todd served in the Pennsylvania State Constitutional Convention and the US Constitution ratifying convention. His wife was Hanna Davis, who he married 1776. He died in Unity, Westmoreland County on October 10, 1810. His grand niece Mary Todd would later become Abraham Lincoln's wife. William TODD went to western PA about 1765, settling within the present limits of Bedford County, PA. One of the judges for the western part of the PA in the election of members of the Constitutional Convention of 1776.
He was appointed a Justice of the Peace for Bedford Co., he later moved to Westmoreland County, where he settled upon land "on both sides of the road leading from Cherry's Mill to Bud's Ferry, on the Youghiogheny River, Mount Pleasant Township.
He was a member of the General Assembly, 1783-89, in which he opposed the calling of the PA Convention of 1787, of which he was also a member. He voted against the ratification of the Federal Constitution. He was a member of the PA Constitutional Convention of 1789-90. He became an associate Judge of Westmoreland County, 17 Aug 1791 to 3 Dec 1794, and a member of the State Senate 1794-96.

"James Armstrong's wife, an heir of William Todd, instituted proceedings in partition to No. 8, [Ed. note: Lot No. 8 in Freeport] of September term, 1817, in the common pleas of this county. After the issuing and service of the summons to William Todd and the other children and heirs of David Todd, deceased, George Armstrong appeared as attorney for all the defendants .... Thus James Armstrong the plaintiff became vested with a large portion of the land in and around Freeport .... In that parition, (lots) were allotted to William Todd and his sisters, Barbara, afterward intermarried with Jesse Martin, Elizabeth, with David Shields and Sarah, with John Thrush. They, with their husbands, released their interests in these lots, except No 41, to their brother William, April 29, 1834, for $112.50."
Note that the estate settlement of William Todd in 1810 by Joseph Baldridge and Joseph Clark included a reference to "Cas from James Matthews by George Armstrong." This James Matthews may be the husband of William Todd's daughter, just as Joseph Baldridge, Joseph Clark and George Armstrong are. This James Matthews is undoubtedly the one who took the case to court.
