Alipio Bello Ycasiano obtained his Bachelor of Arts degree, sobresaliente, from Ateneo de Manila in 1885, at the age of 17. His father Capitan Ramon Aguilar became the gobernadorcillo of Bulacan in 1868, 1881-1882, and then in 1895. Alipio, along with his brothers, was a big supporter of the Propaganda and was a member of the Katipunan. He was among several men arrested, collectively known as the "presos politicos," during the initial revolt led by Col. Vicente Enriquez against the Spanish government in August of 1896. He served as mayor of Bulacan, 1925-1928, during which he was successful in increasing the profits of the Pamilihang Bayan after he oversaw the repair and improvement of the boat dock at the side of the river. He also establised Bulacan's "aguas potables" during his term as mayor of Bulacan.
