Elisha Blevins was born in about 1770 in Fincastle County, Colony of Virginia. He was most likely the son of Daniel Blevins.

In 1777, Montgomery County was formed from Fincastle and Elisha first appears in the tax lists of Montgomery County, Virginia, in 1789, near his likely father Daniel and his brothers James and John, who are specifically identified in the lists as sons of Daniel to distinguish them from other men named James and John Blevins who were also living in Montgomery County at the time. Elisha and John do not appear in the lists for 1787 or 1788, but there are two additional tithables listed in the household of Daniel in 1788, likely these two sons.

Wythe County was carved from Montgomery in 1790, and Grayson County was carved from Wythe in 1793. Elisha appears on the tax lists for Grayson County several times between 1797-1803, consistently clustered with his likely brothers James, John, and Stephen, and with his likely father Daniel.
In about 1803, he moved with his family from Grayson County, Virginia, to Ashe County, North Carolina, as did several related Blevins families. Elisha acquired 100 acres in Ashe County by a deed dated 20 December 1803. He appears in Ashe County as the head of his household in 1810 1820. and 1830.
He reportedly died on 30 June 1839 in Ashe County, North Carolina.
