About Manuel Hizon
He is considered to be one of the four pillars of the Philippine actuarial profession. These four pillars - Exequiel Sunico Sevilla, Emeterio Chavez Roa, Luis Rada Salvosa, and Manuel - were collectively known as the Gang of Four (the Philippines' four actuarial pioneers). Manuel was Exequiel's second cousin on his father's side.
Manuel graduated from the UP with a degree in civil engineering. He went on to the University of Michigan, earning a post-graduate degree in mathematics in 1947. He would become an actuary at the Philippine Government Service Insurance System (GSIS). In 1954, Philippine President Ramon Magsaysay would appoint him as acting administrator of the newly formed Philippine Social Security System.
