Son of Joseph Atchley Jr and Mary (Smith) Atchley. Husband of Sarah J Massengill (1840-1924), daughter of James Madison Massengill and Elizabeth (Knight) Massengill. Noah and Sarah exchanged vows on 25 Oct 1862 in Meigs County. His brother, William Atchley, witnessed the marriage ceremony.
On 5 Oct 1861, Noah enlisted as a private in Co "A," 2th TN Infantry Rg'mt (3rd East TN Volunteers), CSA, at Bowling Green, Kentucky. On 16 Feb 1862, he was captured at the Battle of Fort Donelson, TN, and held as a POW in the Federal Prison Camp at Camp Morton, IN, until parole in Sep 1862 at Vicksburg, MS. In Jan 1863, he rejoined his CSA military unit with whom he served until his recapture on 10 Apr 1865 at Orangeburg, SC. He was held as a POW at the Hart's Island Federal Prison Camp in the New York harbor until his release on 14 Jun 1865. Noah's date and place of death, "near Pinhook Landing, Meigs County, TN" are as reported in the pension file of Sarah (Massengill) Atchley. His place of burial is not known, but given the Atchley family's connections to the Pisgah Cemetery, this is the most probable location for his unmarked grave.
