Date of birth approximate. Born on his father's land on the Pedlar's Run, a branch of the Roanoke River in Botetourt County, VA. Enlisted as a private in the 24th US Infantry, Capt Hampton's Company, on 8 Jul 1813.

Married Mary Smith, daughter of Robert Smith and Abigail (Rector) Smith, in Clark County, KY, in about 1816. To this union was born the following children known to have survived to adulthood: Abigail (Atchley) Wilhelm, Priscilla (Atchley) Butler-Guinn, Elijah Atchley, Robert Smith Atchley, William Atchley, John "Jack" Riley Atchley, George Washington Atchley, Daniel P Atchley, Noah Rector Atchley, and Joseph Alexander "Alec" Atchley.

Joseph Atchley Jr was named the executor for his father's estate in the 1829 will of Joseph Atchley Sr. He served as the Meigs County, District 6, Common School Commissioner in 1836.

He died in Meigs County after the Jul 1860 census was enumerated, but before the 1861 Meigs County Tax List was generated. His place of burial is not known. However, the Pisgah Cemetery is the most probable location for his unmarked grave given his family's strong association with this cemetery and its corresponding church, the Pisgah Baptist Church of God.
