Olmsted was born in Simsbury, Connecticut. He came to the Central Ohio area in 1808 with his father, American Revolution solider Francis Caldwell Olmsted, who opened the first tavern in Blendon Township in 1821. Philo was a member of the Franklin Dragoons. The organization was chosen as a presidential escort when James Monroe visited the area.
Philo served on the Columbus City Council from 1819 to 1821 and from 1831 to 1833. He served in the Ohio House of Representatives in 1831 and again in 1833, and the printer of State of Ohio State. He was the 8th mayor of Columbus, serving in 1833; and was also elected as the 12th mayor of Columbus, Ohio, serving from 1838-1839. He was the editor of the Ohio State Journal and the Columbus Gazette. His wife was Sarah Phillips in 1817.
They had seven children:

Philo died in Columbus on 20 February 1870, he's buried in Green Lawn Cemetery.
With other family members, he removed to Columbus, Ohio, in 1808. He was proprietor and editor of the Columbus Gazette, and Mayor of the city. He was one of the first Sunday school teachers in Ohio, holding the school in a barn. He served in the City Council and on various Bards, and in the General Assembly. In the resolutions adopted upon his death, it was said that he was one who ever discharged his duties to the public, and to individuals with whom he had business relations, with fidelity and probity.
