He made a Will in July 1822 which is online via "South Carolina Probate Records, Bound Volumes, 1671-1977, Newberry Wills book, 1805-1826, Vol. I", page 10-13 (two images, #22 and #23 in the online file). The record includes the sale of Thomas Dugan's personal property, which took place in July 1823. Several slaves were purchased by members of the Dugan immediate family, as is typical of the time and place. Thomas Dugan's Will is summarized in Newberry County, SC Historical and Genealogical Annals, page 334.

"Thomas Dougan was the son of Robert Dougan, Sr. (?-1786, Newberry SC) and Margaret __ Park (widow of Samuel Park, d. <1839, Penna). Children: Col. Thos. Dugan 1748-1822; Maj. James Dugan (?-1781); Maj. Robert Dugan (?-1781); William Dugan (?-?). Before the Revolution, Robert, Sr. and family had moved to the Indian Creek area on the Enoree River in present-day Newberry County, SC. Two of Robert Sr.'s sons, James and Robert, were massacred at or near their home by a band of Tories in 1781. Detailed accounts of this event are preserved."
