Born in Tennessee, 1828. He was the son of James McClellan and Cynthia Stewart. His parents were early converts to the Church of Later Day Saints and they moved to Nauvoo in 1841.

He joined the exodus from Nauvoo in 1846 and volunteered to join the Mormon Battalion.

He married Almeda Day, July 19, 1849 and together had twelve children. William was an officer in the military organization in Utah and took part in the Walker War. He was called with his family to help settle Arizona in 1877. They joined the United Order at Sunset, on the Little Colorado River, near present day Winslow.

William married Elsie Jane Richardson in polygamy on April 14, 1873. Almeda went to the Endowment House with them and placed her hand on his. William and Elsie had eight children together.

He ran the saw mill near Mormon Lake, south of Flagstaff. After the Order at Sunset broke up he went to Brigham City, just across the Little Colorado from Sunset. He worked for the railroad for a while, then moved to Forest Dale, Arizona, near Ft. Apache. When the whites were expelled from the Reservation, they moved to Pleasanton, Williams Valley, New Mexico, where he resided for a few years. He was Bishop there in Pleasanton.

In1886 he went to Mexico where he helped colonize that country. He was with the Saints when they were driven out in July of 1912. He later returned and passed away there April 28, 1916 at Colonia Juarez.

William served as a Private in Co. E of the Mormon Battalion, Mexican War. He entered Salt Lake Valley 27 Jul 1847. In 1858 he did service in Echo Canyon in the face of Johnston's Army. He was elected 8 May 1866 as Colonel of the 1st Regiment, 2nd Brigade, of Goshen, Santaquin, Salem and Benjamin in the Walker War.
