About R' Yehuda Leib HaCohen Maimon (Fishman)
Yehuda Leib Maimon (Hebrew: יהודה לייב מימון, born Yehuda Leib Fishman on 11 December 1875, died 10 July 1962, also known as Yehuda Leib Hacohen Maimon) was an Israeli rabbi, politician and leader of the religious Zionism movement, originating from Bessarabia.
Biography
Born in 1875 in Mărculeşti, Bessarabia (then part of the Russian Empire, now in Moldova), Maimon studied in a number of yeshivot and received rabbinic ordination from Rabbi Yechiel Michel Epstein, the author of the Aruch HaShulchan. He was one of the founders of the Mizrachi movement in 1902. By this time Maimon had moved to the Russian Empire, where he was arrested several times for Zionist activity. He was a delegate to the ninth Zionist Congress in 1909, and attended every one until Israeli independence in 1948.
In 1913 Maimon moved to Palestine (then part of the Ottoman Empire), but was expelled during the First World War. He moved to the United States, where he organised the Mizrachi movement. After returning to Mandate Palestine (now under British control) in 1919, Maimon became leader of Mizrachi in the country and together with Abraham Isaac Kook he helped establish the Chief Rabbinate. He was elected to the board of the Jewish Agency in 1935, but was imprisoned by the British in Latrun in 1946.
Maimon helped draft Israel's declaration of independence, and was one of the people to sign it. He was appointed Minister of Religions and War Victims in the provisional government set up immediately after independence. He was elected to the first Knesset in 1949 as a member of the United Religious Front (an alliance of Agudat Yisrael, Agudat Israel Workers, Mizrachi and Hapoel HaMizrachi) and retained his ministerial role in the first and second governments. He lost his seat in the 1951 elections.
He was also heavily involved in various Jewish publishing endeavors and was awarded the Israel Prize in 1958 in Rabbinical literature. His sister, Ada also served as a member of the Knesset for Mapai.

Re-creating the Sanhedrin
The first minister of religion in the new government of the Jewish state, Rabbi Yehuda Leib Maimon, renewed this controversy when he tried to convince the political and religious establishments that along with creation of the State should come creation of a Sanhedrin.
In his work, “The Renewal of the Sanhedrin in Our Renewed State,” he cites the existence of a copy of Maimonides’ commentary to the Mishna published along with emendations and additions written by Maimonides himself after he wrote the Mishna Torah, where he specifically writes that ordination and the Sanhedrin will be renewed before the coming of the Messiah, which implies that it must be achieved through human efforts. הרב יהודה לייב הכהן פישמן מימון (1875 – 10 ביולי 1962) היה רב, ממקימי תנועת המזרחי, חבר מנהלת העם, מחותמי מגילת העצמאות, שר בממשלה הזמנית, שבה כיהן כשר הדתות הראשון של מדינת ישראל. כונה גם "המזרחי הנודד". חתן פרס ישראל לספרות תורנית, וכן זכה בפרס הרב קוק.
תולדות חייו
הרב פישמן-מימון נולד במרקולשט, בבסרביה (חבל ארץ במולדובה), אז תחת שלטון האימפריה הרוסית. מ-1900 שימש כ"מגיד" בעיר-מולדתו, ובשנים 1905–1913 כרב באונגן, בבסרביה.
אביו היה הרב אברהם אלימלך פישמן-מימון, תלמיד של המלבי"ם ממשפחת מתנגדים שהתגלגל לסביבה חסידית. האב הוא זה שהוסיף לשם פישמן את השם מימון, על פי ייחוסו לרמב"ם, הידוע בכינויו "מימוני". אחותו הצעירה של יהודה הייתה עדה מימון, שכיהנה בכנסת הראשונה והשנייה מטעם מפא"י. פישמן-מימון גדל בתחילה בסביבה של חסידים, דבר שהשפיע לאחר מכן על כתיבתו הספרותית ועל סקירת התקופה בספריו "שרי המאה" משתי הבחינות הן מצד החסידים (שעליהם כתב בהרחבה בחלק ג' משרי המאה) והן מצד הליטאים.
פישמן-מימון למד בתחילה בישיבות ליטא ותקופה מסוימת הגיע לווילנה, עקב הערצתו הגדולה לגר"א עליה כתב בתחילת ספרו "תולדות הגר"א". היה תלמיד מובהק של הרב יחיאל מיכל אפשטיין, בעל ערוך השולחן והוסמך להוראה על ידו. הוסמך להוראה גם על ידי הרב חיים חזקיהו מדיני.
עוד בצעירותו התקרב פישמן-מימון לתנועת חובבי ציון, וניהל תעמולה ציונית בערי דרום רוסיה, ואף נעצר על כך. עלה לארץ ישראל ב-1913 וישב בתל אביב. במלחמת העולם הראשונה גורש בידי הטורקים מהארץ, כדין כל הנתינים הרוסיים, עבר לארצות הברית. עם שובו ב-1919 עמד בראש תנועת המזרחי בארץ ישראל וערך את עיתון "התור". משנת 1935 היה פישמן-מימון חבר בהנהלת הסוכנות היהודית. הוא התנגד לשלטון הבריטי, ולדיכוי האצ"ל על ידי ההגנה. ב-1936 ייסד פישמן-מימון את "מוסד הרב קוק".
פישמן-מימון נעצר בשבת השחורה על ידי הבריטים, ושהה כשבועיים במעצר במחנה המעצר בלטרון. במהלך מעצרו הוא פתח בשביתת רעב. מעצרו עורר סערה עולמית בשל גילו המתקדם והיותו רב, וגם בשל העובדה שהוכרח בעל כורחו ליסוע בעיצומה של השבת אל בית המעצר במכונית, למרות שהתחנן לעוצריו שיניחוהו לבא לשם רגלית.
בהכרזת העצמאות ישב פישמן-מימון לצדו של דוד בן-גוריון, ובסיום ההקראה ברך בקול ברכת שהחיינו. לאחר קום המדינה שימש כשר הדתות הראשון בממשלת ישראל הראשונה. התפטר מהממשלה על רקע משבר בנושא החינוך במחנות העולים, בעיקר בנושא זרם החינוך אליו ישוייכו עולי תימן ובכך הביא לבחירות חדשות.
נפטר בט' בתמוז תשכ"ב (1962) ונקבר בבית הקברות סנהדריה.
