Married 1st: Eleanor Green and had three children: William, James and Sarah.

Married 2nd, June 3, 1795, St. Thomas, Orange County, Virginia, Elizabeth Bruce and fathered: Francis Bruce, Charles Bruce, William Bruce, Lucy Ann, Philip and Elizabeth.

2nd Lt., 10th Virginia Regt.,December 1776; 1st Lt., March 18, 1777; Capt. Jan. 2, 1778, Regt. 6th Virginia; Capt. Sept. 19, 1778 and served to the close of the Revolutionary War. Was an original member of the Society of the Cincinnati. Served as a Major General of Militia in the War of 1812.

James Williams was appointed a second lieutenant of the 10th Virginia Regiment in December 1776, and was promoted to first lieutenant in March 1777 and to captain-lieutenant in January 1778. His regiment was re-designated the 6th Virginia Regiment in September 1778, and in that same month he was promoted to captain, serving until the end of the war. GW issued to Russell a warrant of $15,000 on this date for reenlisting troops of the 6th Virginia Regiment (Revolutionary War Warrant Book 3, DLC:GW); see also Russell to GW, 21 December.

He served to the close of the Revolutionary War. He was an original member of the Society of the Cincinnati.

Served as a Major General of Militia in the War of 1812.
