It seems that they left 3 children, Richard, Edward and Philip, in England. Philip emigrated much later, and he is mentioned in her Obituary, which also says "two sons in England".

MRS. JAMES ROWE, Senr.
On Sunday last an aged resident in the person of Mrs. Jas. Rowe, senr., passed away to her eternal rest. The deceased lady had reached the ripe old age of 84 years. Mrs. Rowe was a native of Cornwall, Eugland, and came to this district some nineteen or twenty years ago and settled at Kinchela in the midst of her family.
About seven weeks since the deceased lady went on a visit to her widowed daughter-in-law, Mrs. Joseph Rowe, at Frederickton, and while there contracted the illness which caused death.
Mrs. Rowe survived her late husband nine years, and she leaves a large circle of relatives, including Messrs. James, Thomas and Philip Rowe, who reside on the lower river, and two sons in England.
The funeral took place on Monday at Frederickton and a large number of relatives and friends followed the mortal remains of the deceased to the grave. In the absence of the Rev. C. J. Duffill, the burial service was read by Mr. J.Lynn,, J. P.

I think there is an issue here in that offspring from a different James / Elizabeth Rowe have been merged into this profile.
Specifically the 1871 Census has a much older James Rowe married to Elizabeth Rowe (whereas our James and Elizabeth are the same age) with offspring Emma (17) and Mary (16).
Furthermore there is no evidence in Census records of an Edwin Rowe as son of this Elizabeth - perhaps someone along the line has mixed this one up with Edward?
Therefore I have deleted the profiles for Emma, Mary and Edwin (22/07/18).
Removed child relationship to Richard Nicholas Matthews (Richard Nicholas Matthews) and his wife Mary Prouse and connected to Richard Matthews and his wife Elizabeth Pryer in line with Family Search (https://www.familysearch.org/tree/person/details/L8RP-PNY) which in this instance appears more accurate (02/01/2021)

Henry (1848) - Age 2 in 1851 census, not present in 1861 census. * Henry died 1877 Sydney. His wife Anne (Savine). Brother of William Rowe, Alice Smith (Rowe), all in Sydney. Buried Necropolis.
Alice (1851) - not present in 1851 census, Age 10 in 1861 census. * Alice married NSW 1876, had children, and died in Sydney 1915 aged 62/64. Buried Parramatta, Mays Hill Cemetery.
Richard (1853) - Age 7 in 1861 census. "Son in England"?
Edward E (1857) - Age 4 in 1861 census. "Son in England"?
Philip (1860) - Age 10 mths in 1861 census, Age 10 in 1871 census * Philip Rowe married Edith in 1883 England, emigrated to NSW and moved to the Macleay River 1887. Philip Rowe died 1934 Kempsey aged 70.
