James Higgins was born on 22 July 1688 at Eastham. He was the son of Jonathan Higgins and Hannah Rogers.

James Higgins married Sarah Mayo, daughter of Samuel Mayo and Ruth Hopkins.

James Higgins married Sarah Bixbie, daughter of Joseph Bixbie and Sarah Gould, on 12 December 1726 at Eastham.

James Higgins died on 11 July 1777 at Eastham at age 88.
